Min. Leader McConnell says members "prefer [abortion] be dealt with at the state level,” when asked about Graham's bill. Sen. Lindsey Graham proposed a 15 week nationwide abortion ban going against the rest of the Senate GOP. The GOP has consistently advocated for the states to decide abortion legislation and supported the Supreme Court in overturning Roe v. Wade on the basis of state rights. Graham had previously proposed a 20 week nationwide abortion ban so the 15 week was out of line with the GOP and his past measures.

REPORTER: “Lindsey Graham has his 15 week abortion ban, if you take up, take the Senate, will you put this on the floor of the Senate for a vote or will you commit to leading this issue entirely to the states?”

SEN. MITCH MCCONNELL“Well, with regard to his bill, you'll have to ask him about. In terms of scheduling, I think most of the members of my conference prefer that this be dealt with at the state level.”
